According to proposals by EU leaders, Eurobonds will be collective bonds issued by the 17 member states of the euro zone.

Because it consolidates the debt of euro area countries into a single bond, its credit rating will be significantly higher than that of PIIGS countries, but lower than Germany's AAA rating.

The creation of Eurobonds remains controversial, as more stable economies such as Germany strongly oppose the idea. However, other debt-ridden countries hope that Eurobonds can be a long-term solution to the euro zone's debt crisis.
